    As the Founder of both You2Gov and Gov20LA, it has become clear to me that the Agencies that "experiment" and are forced, often by budget cuts to try something new discover that there is already a wide universe of Gov 2.0 technology, platforms and applications from which to dive in to the new paradigm with. It seems that the most cost effective and time sensitive way to implement change is through leverage of what is already out there in the public domain.
